Union Minister for Micro, Small and Medium Enterprise (MSME), Kalraj Mishra has informed that 38 CPSUs have achieved the target of 20 percent public procurement from MSMEs in the just concluded financial year.

The minister stated this in a meeting chaired by him to review the implementation of Public Procurement from MSMEs in New Delhi on Thursday.

Mishra highlighted the importance of this policy which was made mandatory by the Government from April 2015, to the promote MSMEs and Startups in the country.

He said that to promote the Startups in India his ministry has issued a circular dated 10th March 2016 that allows Central PSUs to relax the norms of 'prior experience and prior turnover' for those MSMEs who can deliver the goods as per prescribed technical & quality specifications.

He also highlighted that the CPSUs have to take proactive action to achieve targets of 20 percent annual procurement from MSMEs including 4 percent from MSMEs owned by SC/STs.

Mishra mentioned that a SC/ST Hub has been setup in his ministry to promote the development of SC/ST entrepreneurs. This Hub will provide avenues for SC/ST entrepreneurs under public procurement policy, encourage them to register under Udyog Aadhar Memorandum, encourage them to register products manufactured by them, facilitate their participation in vendor development programmes organized by CPSUs and sponsor their applications under PMEGP.

He also highlighted that to improve ease of doing business his ministry has launched Udyog Aadhar Memorandum, an online registration for MSMEs in October 2015. Within a short span more than 3.8 lakh UAMs have been filed.

Minister of State Shri Giriraj Singh also highlighted the importance of developing critical components, import substitution, maintenance of spares of high tech machines and equipments by CPSUs.

He also highlighted that organizing vendor development programmes and entering into rate contracts with MSMEs are the key to enhancing public procurement.

The meeting was attended by representatives from 44 CPSUs. During the meeting, issues related to achieving 20 percent procurement targets were highlighted and the ways to achieve them were also discussed.

banks are not supporting small business

Bank is supporting to only high business class people. small business are not encouraged by banks. we have six years experience in business field. Banks are not even interested to give mudra yojana scheme loans to improve business. the bad dealing from banks leads to affect the quality of thinking of ours. it leads to not recognize good news and bad news.


Procurement of safety footwear from MSME's by CPSU's- Problems faced

Dear Sir/Madam, While calling for tenders most of the CPSU's impose a condition that the footwear should confirm to particular BIS standards and make it mandatory to produce a test certificate from a national laboratory.To this extent it will be OK.But they also stipulate a condition that each product should have ISI mark on it.This is possible only when the MSME is registered with BIS.In this sector 99% of MSME's are not registered with BIS.Reason being,it is very expensive on one side and regional BIS offices are not fully equipped with registering norms/proceedures.Resultantly, the process is taking lot of time making the process more cumbersome.In order to help this sector the national footwear design and development institute had set up regional laboratories in each potential state in the country.This action is commendable.Therefore it would be benefecial to MSME sector, if CPSU's procure their safety footwear from capable MSME's that can produce footwear as per the particular BIS standards and produce quality certificate from national laboratory with each and every lot under supply.CPSU's may also get the footwear cross chequed on their own thru national labs by selecting samples at random.This method will enable many potential MSME'S to come forward to participate in tenders and the Govt efforts will yeild fruits that can be relished by all.Otherwise CPSU'S will have no other option except purchasing from Large industries and from only 1% of BIS registered MSME'S.
