The Micro, Small and Medium Enterprises (MSMEs) of the country may soon get some 'Good News' from the central government as the ministry of MSME would roll out a 'New MSME Policy' soon, Secretary, Ministry of Micro, Small and Medium Enterprise (MSME), Madhav Lal told SME Times on the sidelines of a CII event in New Delhi on Wednesday.

"The government would roll out a new MSME policy in a couple of months," Secretary MSME said on the sidelines of a two-day National Cluster Summit with the theme "Scaling up Clusters : Fostering Growth and Employment in SMEs" jointly organised by CII and Ministry of MSME in New Delhi.

"Policies are embodied in our MSME development. Now we have to have programs keeping in view the broad outlines, which the Prime Minister has indicated. So there we are looking at 'Make in India' having a global footprint and all," he added. However, he didn't give the details further but said that policy changes were the ongoing process and it would take time.

Media reports that the government is considering making amendments in exemption of excise duty on goods manufactured by MSMEs as rising prices of raw materials are taking a toll on the profitability of small-scale units.

The government is also in the process of tweaking the MSME definition.

There are approximately 46 million Micro, Small and Medium Enterprise sector enterprises across various industries, employing 106 million people. Overall, the MSME sector accounts for 45 percent of Indian industrial output and 40 percent of exports.

While most of the sector is un-organized (approximately 94 percent), informal and un-registered, initiatives to have more enterprises registered are well underway.

About 15 new Technology Centers to scale up the competitiveness building of SMEs through Clusters were announced by Lal at summit.

Addressing the summit, Madhav Lal said, "Value addition is that core principal on which GDP figures can be altered. Capacity Building in areas of Cost, Productivity, Design and Soft Skills training can altogether transform the growth trajectory of an existing enterprise without a need to invest in infrastructural requirements like land, machinery etc."

Madhav Lal congratulated Confederation of Indian Industry for its continued and sustained efforts for synergizing energies and talents of individual units to thereby boost their productivity and efficiency.

As an inspiration from the Prime Minister, Narendra Modi's clarion call for facilitating the growth of competitiveness of Indian Manufacturing Sector through the 'zero defect, zero effect' policy, the CII-ZED Clusters were also launched and a brochure pertaining the same was released by the Secretary MSME.

Yes, support required from Central Govt. for further growth in MSMEs industries. The following are the points:- 1.Financial support with less interest. 2.Minimum wages to workmen. 3.Strict policy to maintain discipline in working area. 4.Standardization of taxes. 5.Bus facility for all industrial estates/areas for convenient travel to women's as well as Men's. 6.Govt should form a team to monitor & support the MSMEs growth. 7.By improving all the above issues, we can grow faster way & give more employments to the people. 8. We should slowly reduce the imports by developing industry for our day to day needs other than mandatory requirements. 9.Special schemes for Agriculture equipment buyers. 10.We have water shortage in some of the places, we need to construct more & more dams to store water. We should give importance to these industries also. 11.Other things like increase the plantation to reduce the dust,dirt & pollution. 12.


Funding of MSMEs

The herculean task faced by any enterpreneuer is funding of his project at the begining itself and most people are trapped in the red tapism of the financial instiutions even of the nationalised banks in this jet age of modern era. This is the first and foremost problem that needs to be addressed by the people framing the policy for MSMEs. Second is the labour policy, our govt. wants to ensure the fair wages for the labourers/workers but at the same time the output from them is not ensured, these are the few of the major hurdles of the long list of the problems to be solved for our country's backbone strengthening in terms of framing MSMEs policies.


Black Money

I suggest to give importance to plug the hole of black money generation at present. rather than going in to the back. Improve the structure of multiple taxes & confusion on every front. Also variable taxes in every state. Honest business man & tax payers are harassed by the concerned govt. officer every time. Income tax & sales tax cases are never settled & finally goes to higher up's, where cases are remaining pending for years to-gather.
