The government should come out with a policy for the micro, small and medium enterprises (MSMEs) to sustain the upswing in the confidence level among entrepreneurs, says a report prepared by the Institute of Small Enterprises and Development (ISED) based in Kochi.

"A new government in power means an upswing in confidence levels, but the challenge ahead is to sustain it. The government should come up with an 'MSME Policy'," said ISED director P.M. Mathew.

The India Micro, Small and Medium Enterprise (MSME) Report, 2014, says the recent policy thrust on 'start-up' and the 'Make in India' campaign has triggered entrepreneurial confidence levels.

Mathew said a "Think MSMEs First" strategy is crucial for correcting the India economy's woes and can be achieved by "strengthening public procurement from these enterprises, give priority to MSMEs in public services(such as electricity, road, and other infrastructure requirements) besides development of a concept of 'Finance Park' that can make banks behave on the basis of a business case in favour of MSMEs".

ISED has an advisory and consultative role with various ministries and the India MSME Report, Mathew said, is the country's only "comprehensive annual record on MSMEs".

The report will be released at Ahmedabad on Oct 11 by Saurabhbhai Patel, Gujarat finance minister, at an event hosted by the Gujarat Chamber of Commerce and Industry (GCCI) in association with the government of Gujarat.

YOUR STORY DT 10/10/14 SEEMS TO BE VERY MISLEADING AND IGNORES THE TRUE FACTS EHICH ARE QUITE DISMAL AND QUITE ON THE CONTRARY THERE IS ONLY A DOWNSWING BASICALLY BECAUSE OF GOVERNMENT INACTION AND NON IMPLEMENTATION.MSMED ACT PROVISIONS AND RESPONSIBILITY ASSIGNED to Facilitation councils have by and large not functioning or ineffective with the result MICRO SMALL UNITS are suffering or dying being very exploited. The State Director of industries Offices are just not bothered to perform their duties as stipulated in the MSMED ACT by hearing the cases of MICRO SMALL ENTERPRISES and giving awards within 3 months. Instead they take 3 to 5 years FOLLOWED BY PROLONGED LITIGATION IN COURTS as the awards are not well written conforming to judicial language and norms. IT IS AN UNFORTUNATE SITUATION AS THE BIGGEST PROBLEM AND CAUSE OF FAILURE/CLOSURE OF MICRO/SMALL ENTERPRISES BEING ITS INABILITY TO RECOVER ITS RIGHTFUL DUES REMAINS UNSOLVED IN SPITE OF THE ACT BEING IN PLACE SINCE SO MANY YEARS. THE MINISTRY SHOULD ISSUE STRICT STANDING ORDERS , TIME LIMITS WITH PENAL PROVISIONS AND STRICT LAID DOWN STEP BY STEP PROCEDURES FOR THE ARBITRATION UNDER MSMED ACT. CURRENTLY THE EMPOWERED AUTHORITY IS JUST NOT ACCOUNTABLE. THE STATE OF DELHI SINCE 1993 HAS NOT BOTHERED TO SETTLE EVEN A SINGLE CASE AND HAS GENERALLY NOT BOTHERED TO EVEN ACKNOWLEDGE, ACT UPON OR REPLY TO REFERENCED MADE BY SSIs, MICRO/SMALL ENTERPRISES.


Financial Assistance to prospective entrepreneurs in India.

On behalf of Integrated Congress of Women Entrepreneurs, we welcome the proposal of the Institute of Small Enterprises and Development requesting the Government to come out with a policy for MSMEs to sustain the upswing in the confidence level among entrepreneurs. This is possible if and only if SIDBI come to the forefront of helping the entrepreneurs. We are demanding for the last five years that a branch of SIDBI be established in every District Industries Center and a branch of NABARD be established in every Block. Although every time lead Bank Manager remains in touch with GM DIC but he is helpless when the proposal sanctioned by GM DIC is being turned down by the Branch Manager of the Bank. It is needless to mention that the General Manager of DIC is a Gazetted Officer appointed by Government to look after the interest of the entrepreneurs. In spite of his recommendation for the viability of the project the Bank Turns down the application which is an indirect insult of a Gazetted officer. Secondly when RBI has established IDBI to cater the need of big industries and SIDBI for the help of MSME sector. In our opinion if SIDBI Branch is established in the building of DIC, the industrialists need not to roam here and there for want of Financial Assistance. About 98 percent of PMEGP beneficiaries are not aware of the name of SIDBI. We must have SIDBI in every DIC Building of India.
