The benefit of Public Procurement Policy for Micro and Small Enterprises (MSEs) is available only to the registered MSEs, said Union Cabinet Minister for Micro, Small and Medium Enterprises (MSMEs), Virbhadra Singh in a written reply to a question in the Rajya Sabha on Monday.

The minister said, "The benefit of public procurement policy is available only to the enterprises registered as MSE. Big industries would not be eligible to participate in the preferential procurement process of the Government Departments/ Ministries/ PSUs."

Under the public procurement policy for MSE, minimum share of 20 percent of total annual purchases of central ministries/ departments/ Public Sector Undertakings (PSUs) has been reserved for procurement by them from MSEs.

Out of 20 percent share of annual procurement from MSEs, a share of 4 percent (i.e. 20 percent out of 20 percent) has been reserved for procurement from MSEs owned by SC/ST entrepreneurs only.

Only the 20 percent of total purchases by Central Government Ministries/ Departments/ PSUs are reserved from MSEs which is not expected to adversely effect big industries, he added.

Release of subsidy under CLCSS to nodal banks partcularly large banks like SBI, Bank of Baroda and Punjab National Bank has been delayed very much this time. It adversely affects the performance of MSME.Hence subsidy should be released frequently.

unnessary delay by bank due to self defination of guidelines,if personal responsibility for intrest payment if unjustified delly

Ir-respective of what state or central minister's say, is there any body who rally keeping watch on the policy executors in bureaucratic babus? this is not even taken care by Indian army, air force & naval supply stores!

It is a good news that Govt. Departments are made to buy compulsorily from MSMEs. However, it is to be noted that many departments and ministries do not adhere to the Notifications. No Bank is adhering the RBI instruction on Minimum Balance of Rs. 1000/- in current a/c. Many purchasing institution is adhering and giving exemption for EMD for the NSIC registered units. Tamilnadu Medical Supplies Corporation has gone to the court challenging the GO on Price preference. I only wish that this Notification should have the fate of its earlier ones.


regarding reservation for SME in procurement in government sector.
