The National Food Security Bill, 2013 passed by the parliament Monday gives right to subsidised food grain to 67 percent of India's 1.2 billion people and provides for penalty for non-compliance by public servants. The bill's salient features include:

- Seventy five percent of rural and 50 percent of the urban population entitled to five kg foodgrains per month at Rs.3, Rs.2, Re.1 per kg for rice, wheat and coarse grains, respectively.

- The work of identification of eligible households has been left to the states.

- Pregnant women and lactating mothers entitled to nutritious meals and maternity benefit of at least Rs.6,000 for six months.

- The central government will provide funds to states in case of short supply of foodgrain.

- The current foodgrain allocation of the states will be protected by the central government.

- The state governments will provide food security allowance to the beneficiaries in case of non-supply of foodgrain.

- Public distribution system to be reformed.

- The eldest woman in the household, 18 years or above, will be the head of the household for the issue of the ration card.

- There will be state and district level redress mechanisms.

1. The National Food Security (NFS) bill deals supply of food grain and funds, for establishing office of profit etc. Rs. 13,000 cr. is used for free or near free food grains to 80-95 cr. (ie. Rs. 1300/head). Other dietary components like staple food, energy to cook that ensure nutritional security find no mention. Nutrition include safe water, staple food, fresh air, clean energy to cook without uncertainty for a healthy life is missing. 2. Life with dignity is not free bees that curb man’s survival skill and discourage work. SC made a skeptical observation on free bees in politics. It negates the will to work, Human development & intellectual involvement in development [refer article 38 of constitution] 3. NFS shall not negate bio-diversity, exhaust natural resources and/or erode state economy in due course. Creating posts of power and offices of profit to pick target population is subjective as time and money spent for BPL list always eroded public faith. 4. Funds earmarked for posts & structures can be used for distributing food (universlly) to all people as 251MT (Million Tons) food grains available is sufficient to give 200 Kgs/ person yearly to 1250 Mln people @ 0.6 kg each daily. But staple food, proper nutrition, bio-diversity and opportunity to work for a dignified living is missing. Food of animal origin & development of animal resources must receive priority. Production of water based food production like duck, fish, and edible water plants saves on land use

As per section 19(1) of the National food security Act 2013, the eldest woman who is not less than 18yrs of age in every eligible household, shall be head of the household for the issue of ration cards. Food security bill wants to recognize the woman’s right and recognize her as the head of the family and make ration cards in her name. Will this ensure food security to women? Pl. read, Eight lies that mother told: 1. The poor family had very little to eat; but mother used to fill the plate son from her share. On asking she would say “I am not hungry”. 2. Getting fish was a rare privilege; but whenever served, the momr would spare the chunks for family keeping the gravy for her. she would say “I do not really like fish. May try gravy”. 3. To send the boy to school mom worked in a match factory. To pay fees she brings materials prepare match sticks till late night. On a chilly day boy woke up and saw mom. she said “I could not sleep, so thought to work & tire my eyes and get some sleep.” 4. Father’s death brought more poverty. But she refused re-marriage pleading that she had no affection left in her heart to be a wife any more. 5. When was in the 10th standard mom would keep company for son preparing hot tea to keep him awake. Asked to share a sip she would say “I dislike tea”. 6. The son went to college, managed a part time job, saved money and send to mother. She returned money telling that she has no expense after he went and that he should take better food
