As the BJP-led union government completes a month in office on June 26, senior cabinet Minister Kalraj Mishra says Prime Minister Narendra Modi has unleashed a new culture in governance and his ministry's goal is to impart "unemployed youth get skill development".

Modi is also a visionary, and is very "inspiring", Minister for Micro, Small and Medium Enterprises (MSME) Kalraj Mishra told reporter in an exclusive interview, echoing what appears to be a widely held view among ministers in the new government.

So much so that Mishra has given up his habit of morning "gupshup (gossip) with old time supporters. His day now begins early as he pores over files from his ministry and is briefed by officials before he settles for newspapers at his residence in Noida, a suburb adjoining the national capital.

Mandated with a task of "creating more jobs, developing skills and re-energizing the moribund small scale industries" by Modi, Mishra admitted to a changed work culture in the government.

Speaking frankly, the 73-year-old Lok Sabha MP from Deoria in Uttar Pradesh said that he along with his colleagues were trying to keep pace with Modi, who is known to work for long hours day after day.

Modi, 63, took his oath as prime minister May 26 after leading the Bharatiya Janata Party to a stunning majority in the Lok Sabha, the first time a single party won a parliamentary majority after 30 long years.

Modi is a strong votary of "minimum government, maximum governance". His aides have said he plans to implement many of his ideas now.

Describing the former Gujarat chief minister as a "visionary leader with clear-cut ideas", Mishra said his ministry would soon set the ball rolling on many schemes.

"Modiji has told me to ensure that small scale industries that have collapsed during the rule of our predecessor government are revived and unemployed youth get skill development and are made worthy enough to earn a living," said Mishra.

He said officials in his ministry were already engaged in a special survey to identify "bottlenecks and roadblocks" in the way of developing small and micro industries in Uttar Pradesh, a state which both he and Modi represent in the Lok Sabha.

"The survey is being done to assess what needs to be done for both short-term revival and long-term success of these units."

Mishra's ministry is also aiming to enforce a 2006 law which fixed the onus of payment, within 45 days, on big industries for material purchased from small, micro and medium industries like weaving and bangle making.

The survey is on in Varanasi (Modi's constituency), Meerut, Firozabad, Moradabad and a few other places in Uttar Pradesh.

The ministry, Mishra adds, is also trying to simplify the registration process for small scale industry and making it a single window mechanism. Mishra said small time entrepreneurs were faced with issues like lack of interest and support from banks owing to little capital involvement, trouble with labour laws, provision of No Objection Certificates and non-cooperation by state governments.

The minister said he had in the past one month seized himself of a lot of important matters on which action will soon follow.

Asked about his experience of working with Prime Minister Modi over the past one month, Mishra gushes: "Behetreen aur aasha ka sanchaar karne waale!" (Wonderful and inspiring).

This is because Modi "comes across as not only well meaning but as one looking for answers rather than cribbing over what has been inherited," says the veteran leader from Uttar Pradesh.

ADAMANT NATURE OF BANK OFFICIALS

Sir, I am a MBA holder from Kerala. I had undergone 2 weeks Entrepreneur Development Programme conducted by the MSME Institute. I had applied for a loan under PMEGP Scheme to set up a food processing unit in my village. The project report was prepared by a retired Manager of SISI, now known as the District Industries Center (DIC), who is professionally an engineer. The project was for Rs 24 lakhs. I was called up for interview and discussion at the DIC; which was headed by the Manager of the Leading Bank; and my project was sanctioned. The bank I opted to avail loan was SBI. One officer came from SBI for inspection of unit. Since it is a new unit under proposal; and due uncertainty of sanctioning the loan; no infrastructure suiting for food processing was made. The selected premise was an old furniture manufacturing unit with all in-house facilities including 50 HP live power. However, my project was summarily rejected by the SBI stating that the infrastructure was not suitable. I requested them to give 3 weeks time to renovate it, if I get assurance of getting the load paid. When they rejected my case once again; I took up the case with the Chairperson of the SBI in July last year. It is regretted to state that no action has been taken on my petition to the CMD till now. This type of negative attitude on the part of the financing institutions must be changed to get the MSME projects grow steadily. With regards, Mrs. Manju Viswanath, B Sc; MBA

Sir, Getting loan from nationalized bank, single window clearance, Govt. subsidy after investment, all these systems are not useful for MSME in our state of Kerala. Slow process from Govt. officials like Industries department, Local sales tax authorities and Bank authorities. required immediate action on the above matter for the correct MSME will help and useful to boost this sector. Growth of MS ME will give more employment, Taxes, etc. But Govt. officials never bothered for any growth and also the politicians. Kindly take strict actions/ orders in favor of running MS ME/entrepreneurs to get immediate clearance for Loan, Subsidy,single window, Panchayat raj act

The current labour laws are the worst hitting the MSME and also employeese. So many industries remains tiny/ small and never like to grow due to the outdated labour laws. Govt should make drastic change in labour laws and exclude MSME for most of the outdated factories acts provisions, under which Officer ask to make arrangement for the facility which not at all required.

NSIC was brought into existence to provide plant and machinery to msme sector but it is not understood as to why they have stopped helping the tiny units. Hon'ble Minister of MSME must take immediate steps for reorganizing the procedure of providing plant and machinery on hire purchase basis. This will help the msme manufacturing sector.

I would to say that Ministry of Industry start financing young educated to start industry. I further to bring your kind attention in the time Indira Gandhi there was scheme to finance for purchase of machinery and working capital by Bank through one of your Govt Department call The National Small Industries Ltd,New Delhi. please implement the same scheme at the earliest so that so many people will get employment.
