I want to help those Micro, Small and Medium Enterprises (MSMEs), which have been closed. My idea is to revive such sick small industries, which have closed because they have reasons beyond their control, Minister for Micro, Small and Medium Enterprise (MSME), Vayalar Ravi told in an exclusive interview to SME Times.
Excerpts of the interview...
You have assumed charge as Minister for MSME. How you see this ministry and what are your future plans?
Vayalar Ravi: Micro small and medium enterprises (MSMEs) ministry is the one of the most labor-oriented ministry, which can create more jobs, contributing significantly towards the economic growth of the country. Khadi and Coir are the major industries, which can offer more self employment, exports and skill development. And so our Prime Minister has allocated Rs. 123800 lakh for In the current fiscal under the Prime Minister's Employment Generation Programme (PMEGP) for this sector.

Tell more about PMEGP scheme and the allocated funds.

Vayalar Ravi: PMEGP is a credit-linked subsidy programme to provide margin money assistance to beneficiaries in setting up micro- enterprises in the non-farm sector. General category beneficiaries can avail of margin money subsidy of 25 percent of the project cost in rural areas and 15 percent in urban areas. For beneficiaries belonging to special categories such as SC/ ST/ women, the margin money subsidy is 35 percent in rural areas and 25 percent in urban areas. The beneficiary's own contribution is 10 percent in general category and 5 percent in special categories. Rest of the cost of the project is made available in the form of loan from Banks.

A total sum of Rs. 123800 lakh for FY12-13 has been allocated for MSMEs under the scheme. And up to July 31, 2012, out of that Rs. 63014.29 lakh has been released. In the last fiscal (FY 2011-12), 54841 MSMEs, across the nation, got financial assistance under the scheme. A total sum of Rs. 101022.92 lakh were released to the 54841 beneficiaries who have been provided margin money assistance under PMEGP in the financial year 2011-12. So I am discussing with my secretary for the utilisation of that given money and creating more jobs.

Every year many MSMEs are closing their operation. What your ministry is doing in this direction?
Vayalar Ravi: I already said that as on March 31, 2007, about five lakh of MSMEs in the country have been closed their operations due to financial crisis or some other problem. My idea is to revive such small industries, which have closed because they have reasons beyond their control. So we want to help them. I think MSMEs can do a very good job and we want to give more visibility of my ministry's activity. Then only MSMEs will know what they are doing and what they will get from the ministry to have their own employment programme. That's is why we are discussing how to give more visibility to the sector, and have found that through seminars, B2B expos and trade event we can give more visibility to the sector. So, we are planning for that.

Inadequate access to credit is a major problem that the sector is facing for a long time. Generally, such enterprises operate on tight budgets, often financed through owner's own contribution, loans from friends and relatives and some bank credit. As a result, they have to depend largely on internal resources. Your assessment on this.
Vayalar Ravi: It may be . . . . I don't now exactly . . . . I told my officers to look into the issue. Definitely we will do more in this direction. We have plans to ensure easy credit flow for the sector.

MSME sector seeks a panel to monitor adequate credit flow as suggested by the Reserve Bank of India (RBI) time and again. What is your take on that?
Vayalar Ravi: Yes . . . that idea is also under consideration. Non-availability of credit is and was a big issue for MSMEs. Our government is constantly working on that. The existing MSMEs are facing the crisis because of slow credit flow and they find it difficult to run their business. So we will make them (MSMEs) more powerful by helping them. And at the same time, provoke them to retain the market.

After government's decision to allow 100 percent 
foreign direct investment (FDI) in single-brand retail, Swedish furniture major IKEA is asking for relaxation in norms like changing the definition of MSME. IKEA is raising the issue that once it starts sourcing from an SME, the profit and size of the SME might grow rapidly, and as a result it might fall outside the present definition of SME, taking away the benefits given to the sector under a range of government schemes. What is your said on that?
Vayalar Ravi: I am against giving any relaxation to them (IKEA), without knowing the facts. If I feel that their need is genuine, I will. But if giving any relaxation to foreign firms affects my people and industry, I won't accept. I have to protect my industry. They need not worry that our SMEs will not remain SMEs. Over a period of time, others will come over as SMEs. Our industry is not stagnant. There are not just 10 companies. When that 10 will go, other 10 will come. This is not Europe, this is India. Government has issued an order and they should obey it.

Submitted a msme project of rs74lacs.bank sanctoned 20lacs.security lien 120lacs (fixed asset & personal).verbal assurance of step by step enhancement was given by the chief manager.He was a corrupted person.His service has been suspended and accused huge scam, our a/c has been NPA.what is remedy.fund lacking is one and only problem.

sir, i have ssi unit, finance by sbh bank under MSME loan up to 1 cr project finance but bank had finance only rs. 65 lac we have purchase all machinery about rs 1.03 cr but no HT power connection due to lack of funds of rs.15 lacs and rs. 20 lacs for row matereal for one month . my unit is close ,what to do haw can i overcome this problem ? bank is asking for repayment what to do ? bank had not submitted the papar of cgtsi in time to SIDBI , SO MY ACCOUNT BECOME NPA what to do ? We a Small Engineering Units of 3 -5 workers had been so long servicing medium industries for tooling, fixtures, SPM's - but from last 6 months there are no new projects in these units, as such no new idies are implementing that opend door to Order for us. We mostly were serving for Marathon Electric Motor India, Calcutta University, Rourkells Tech Inst Geological Research and for want of fund there is no work in research or development areas

Closed SSI Unit

Our unit based in M.P. got closed because of Govt. regulations by putting ban of purchase of Cement Capsules used in underground mines.The purchase has opened up again in last 2/3 years. We want to revive our unit. Any suggestions for any scheme available from MSME Ministry in terms of margin money/subsidy available? We are also willing to invest but the banks conditions are too steep. The unit can be made profitable in 6 months time and employment generation would be approx. 35 persons.

Failed or Sick Units - the strength of Indian MSME

When a MSME unit fails or go sick every Govt Agency will be after its blood. If some real help is given at the Right Time most of the sick units could be turned around. When compared with huge money spend to revive large companies without success a tiny sum could save several MSME units and of course its owner who create wealth for the Nation. Perhaps MSME Ministry could initiate a study on the Failed/Closed units in one of the Districts of Kerala during 2000-10. Jacob T. Banks giving a cold shoulder

I agree with Mr Parashar. Micro & Small industries are usually not geared to provide collateral. For the government to assist them an alternative approach has to be adopted ,e.g., loan against invoices (bill discounting), loan against last three years' performance, advances against purchase of raw material, etc. Getting a collateral to fund a Micro & Small industry is an uphill task. I've been in business for 17 years now & have never taken financial assistance from a bank due to the constraints outlined. I would have grown manifold if I had help at hand. Many entrepreneurs hesitate to approach banks for fear of being given a cold shoulder.

CLSSS scheme

We are 28 year old company, had applied for Loan for purchase of CNC machine from Bank of India. After chasing for 3-4 months, the loan was approved, but could not disburse the funds!! Reason? Our industrial unit(Gala) is purchased in 1976, when registration, stamp duty did not exist and we had no reason / opportunity to register. Currently, concerned authorities for registration refuse to register as the purchase deal is prior to 1984. Over and above, bank top officials were unaware of "CLSSS" scheme. What could we do? We are willing to register but to no avail. If Govt, makes a rule which prohibits genuine MSMEs to avail loans, where else could we go? Private banks charge much higher rates and was informed by SIDBI that to be eligible to claim subsidy under "CLSSS", only Nationalised Banks loans are permissible. The approved loan is meaningless? Any guidelines?

No collateral security, no loan

Sir banks provide loans to small scale units due to their inability to give collateral security. So strong regulation is required to push national banks to provide lone to SMEs.

Yes,i do agree with such policies of the govt/all such financial institutions. As a matter of fact our country's entrepreneurs are having burning desire, capability, all such requisites except finance to excel. Due to this we are the most deprived lots. In fact one who has money can avail more funds as a loan. We average Indians have comparatively much better business skills compared to developed or underdeveloped countries. The only factor required is giving them focussed direction, support and motivation.
