How many Government schemes are currently in place to support our micro, small and medium enterprise sector? You may find this a little difficult to answer! Some of the schemes are widely known, but about many others information is not easily available. Here, I have prepared a list of various programmes, schemes and incentives offered by the MSME ministry, and request you to check whether you are aware of them or not.

As far as credit facilitation -- the biggest problem of our MSMEs -- is concerned, there are a number of schemes, including Credit Guarantee Fund Scheme for MSEs (CGMSE) that covers collateral free credit facility, Micro Finance Programme operated by SIDBI, Trade Related Entrepreneurship Assistance and Development (TREAD) Scheme for women, and Performance and Credit Rating Scheme under which MSMEs can get themselves rated by any of seven accredited agencies. 

Similarly for skill development, there are a number of programmes, including Industrial Motivation Campaigns, Entrepreneurship Development Programmes (EDPs), Entrepreneurship Skill Development Programmes (ESDPs), Management Development Programmes (MDPs), Rajiv Gandhi Udyami Mitra Yojana (RGUMY), etc. In addition, a number of Tool Rooms & Technical Institutions and Technology Development Centres (Research Institutes) located across the country provide training and assistance to MSMEs.

To support small enterprises in marketing, the MSME ministry offers as many as five schemes, including International Co-operation Scheme, Market Development Assistance Scheme for MSEs (SSI-MDA) - Participation in Exhibition, Vendor Development Programme for Ancillarisation, WTO Export Programme (EP), and Public Procurement Policy for goods produced and services rendered by MSEs by the Central Ministries, Departments and PSUs.

On technology upgradation, there are two notable MSME schemes: Credit Linked Capital Subsidy Scheme and ISO 9001/ISO 1400/HACCP Certification Reimbursement Scheme. Under the first scheme, 15 percent upfront capital subsidy is provided on term loan for induction of improved technologies while the second one is designed to incentivize quality upgradation, improvement, environment management and food safety systems.

For enhancing manufacturing competitiveness, the Ministry offers a number of schemes including Lean Manufacturing Competitiveness Scheme and Design Clinic Scheme, Promotion of ICT Tools in MSME sector, Technology and Quality Up-gradation Support, Marketing Assistance and Technology Up-gradation Support, National Campaign for Building Awareness on IPR, Support for Entrepreneurial and Managerial Development of SMEs through Incubators, Encouraging Adoption of Bar Codes, etc.

So, there is no dearth of schemes -- close to 58 only from the Ministry of MSME, and and if we add to them those offered by NSIC, KVIC, and Coir Board, the list will get much longer-- but despite this, the sector has not achieved much from them. Beyond doubt, this is primarily due to the operational inefficiencies in our current system for small business support, and only a genuine root-and-branch reform in this direction could change the situation, but at the same time I think our lack of awareness is also responsible, at least to some extent.

Ministry of Industries in association with reserve bank of India can easily ease the one window Loaning procedure, if they desire to do so. SIDBI as every one knows was brought in existence to help SME Sector and we demanded that SIDBI must have their branch offices in the building of every DIC under ex-officio chairmanship of GM,DIC of that District. Instead of sending the prospective entrepreneurs in different Banks which are already overloaded. GMDIC and SIDBI Branch could dispose of the loan cases within the premises of DIC only.Similarly for Rural Entrepreneurship NABARD must have offices in all the revenue Blocks of the District. The Rural Entrepreneurs, instead of roaming from one bank to another should get financial assistance from NABARD on the recommendation of BDO/CEO of Block. If this demand of Integrated Congress of Women Entrepreneurs is met with immediate effect the Entrepreneurship will flourish and can make " Make in India " " Start up " successful.

Sir, As per MSMED ACT 2006 delayed payment clause should be in-forced on all the companies without exempting Government PSU Specially State run PSU's. This clause should be managed and frmaned in such a manner that anybody responsible should be punished with financially and legally. Companies officials often deny making payment within time and force SME to go through the business. Since the SME has already rendered its services or supplied goods to them they have to accept the dictatorship of larger companies for their withheld payment. In these cases State runs PSU are the foremost and they compel SME to provide them whatever they want without worring about payment. Usually the conditions are payment within 30 days but how much these 30 days payment condition is followed. Government should check at what instant SME is getting his payment after rendering service and supply. These companies save huge amount of interest and when there profit goes up there are notes in public for their good financial control and better decision making abilities. I just want to ask this is how we see MAKE IN INDIA making SME sector more vanurable by our own companies. If we dont follow our rules how can we assure other companies to follow. In case these traditions are followed in future than i am sorry to say sir we will be again be slave of some larger cooperates sice our own government is making us toothless. Please take difficult and necessary steps for SME survival.

Is this scheme only on paper ? No bank is ready to lend under this scheme. Tell me one in delhi and I will visit them. I have written to all top officials of ministry by email more than once in last 2 months and am yet to hear anything. Will be good to know the difference between reality and fiction in this matter.

Please don't give up hope..try approaching the bank of india. If a bank refuses your application, insist that they give it in writing.

Every bank has target for loans under Credit Guarantee Fund Scheme for MSEs (CGMSE) that covers collateral free credit facility up to 1Cr. So as Gupta said if any bank refuses ask in writing.

Collateral free loans upto Rs. 100/- lacs under CGTMSE scheme are provided to Micro & Small Enterprises, as defined under MSMED Act, 2006. Most of the PSU banks offer this loan.

I am a owner of MSME unit based at Chennai city, In fact i am very seriously looking for a land to construct a factory to develop my business and also to meet the buyers requirements towards the set up of facility as well. Unfortunately the bank and the funding agencies are restricted to finance for buying the land, but they are ready to finance for construction, the reason that they are giving is that they are restricted by the RBI guidelines. On the other side, our nationalized banks are having restriction to fund just only 50% of their assessed value and want us to bring our contribution, which is working to almost 65% of our project. While private financiers are liberal to fund but govt restrictions are allowing them to move further. However this kind of morality should be removed and allow us to get the finance support from any other sources also. Other side govt should come forward to construct factory sheds to let it on lease/outright sale to MSME's. Provide technologically improved machinery to meet the global standards. I must point out that inspite of awareness regarding the schemes under CGTMSE bankers are not at all willing to share them with their customers ,they don't even guide them or give assistance under such schemes.If you visit the branch of any bank they show no awareness of such schemes and show unwillingness to assist any one who wants to avail such assistance.I think success level for such cases is 5 in 100.That too if you are well connected within the bank.And as far as women entrepreneurs are concerned Bankers always fool them leave aside helping them. It is the same with all other schemes and are there in papers to show to the media or improve the goodwill of govt.Seminars are held everywhere but results are negligible afterward. I have tried myself but efforts result nothing.

Development of MSME industry who based on GOVT. supplies are forcefully out in govt. tenders due required cores of turn over, cores of working capital, huge manufacturing experience. These tenders are pre-planned to give order to loving industry. Some rules are available which are given by MSME but the govt department are not following and not accepting. These rules are like paper lion. As my suggestion there is requirement to not stop SSI units in tenders on the basis of such big commercial / financial condition. Check the quality of product if satisfactory then issue them order. Pls do something in this respect. Further Price preference and purchase preference also to be given.

Out of the three category of Micro, small and medium enterprises(correct?) Medium enterprises have the wherewithal to know about and derive benefits from various schemes offered by Government. Small units to a certain extent are in a position to take advantage in this direction. Micro enterprises, a veritable one man army have no way of knowing let alone acquiring help from Government sector. For all we know, very few micros would be in the habit of going to Internet for information. How many micro owners will have read this helpful article is anybody's guess. The desire to help micros can be achieved only by dedicated, unselfish individuals and organisations with service motive - a tall order. There are plethora of trade/industry associations for S.M.E's but no such organised efforts for Micros are visible. Micros' contribution to economy and export may be minimal. But in terms of income generation even at subsistence level and the self esteem enjoyed by individuals in this sector can be considerable both in width and depth.
