The government has allocated Rs. 218.60 crore of funds for Entrepreneurship Development Programmes (EDP) of the Ministry of Micro, Small and Medium Enterprises (MSME) for the year 2014-15, informed Union Minister of MSME, Kalraj Mishra in a written reply to a question in Lok Sabha Wednesday.

Giving the details of allocation of funds and expenditure for Entrepreneurship Development Programmes of the ministry, Mishra said that for year 2014-15 Rs 218.60 crore (Provisional) has been allotted for EDP while the expenditure has not been calculated.

"The Ministry provided entrepreneurship development training to 16,87,324 persons during the 11th Plan with an expenditure of Rs. 234.86 Crore and 11,58,562 persons during the first 2 years of 12th Plan  with an expenditure of Rs. 222.62 Crore," he added.

The programmes have been reviewed for their continuation from 11th Five Year Plan to 12th Five Year Plan by conducting professional evaluation studies and Continuation of the programmes during the 12th Plan has been recommended by the Evaluation Studies, the minister said in a press statement.

In an other reply, minister said that the sector is a heterogeneous sector, both in terms of size of enterprises and its sectoral composition. The State Governments are primarily responsible for promoting and supporting MSMEs.

While giving the details about the contribution of MSME sector in India's overall exports, he said, "Based on the export data maintained by Director General of Commercial Intelligence & Statistics, Ministry of Commerce and the information available with this Ministry about MSME products having significant export, the share of MSME in India's total export, for the years 2011-12, 2012-13 and 2013-14, has been estimated as 43 percent, 43 percent and 42.38 percent respectively."

The Government monitors the employment in the MSME sector in the country by conducting All India Census of the sector, periodically. As per the latest Census (Fourth Census), the total employment in the sector increased to 805.24 lakh as compared to 249.33 lakh in the third All India Census of Small Scale Industries, conducted with reference year 2001-02, he added.
