Underlining continuity in bilateral ties in the second presidency of Barack Obama, US Ambassador to India Nancy Powell Monday said the two countries are taking a number of steps to bring the landmark civil nuclear deal to fruition.

"There will be change, and there will be continuity. Changes happen with any transition," Powell told reporters here when asked about the course of India-US relations under the second Obama presidency.

Describing the civil nuclear deal as "an incredible breakthrough" for both countries, the US envoy stressed that the two sides are still working on the implementation of the deal, that seeks to provide US nuclear technology and fuel to India.

"Steps need to be taken on both sides to take it to fruition," she said.

Powell indicated a difference in perception with India over India's civil nuclear liability law, saying that many American companies feel that it imposes a heavy financial burden on them in case of a nuclear accident.

"We have people who are very concerned with non-proliferation and the impact of the civil nuclear deal. You have issues here with liability law," she said while stressing that both sides are trying to resolve issues to implement the nuclear deal.
