The Centre is planning to publish the draft National Intellectual Property Rights (IPR) Strategy for stakeholders and public comments by July this year.

“The government has set up a Sectoral Innovation Council on IPR with the terms of reference to prepare the draft National IPR Strategy for encouraging innovation with a view to adequately address the key concerns of sustainable development, inclusive growth and food security,” Saurabh Chandra, Secretary, department of industrial policy and promotion (DIPP) said during a CII event in New Delhi.

“The emphasis would also be on formulating the medium term policy objectives that can be the building blocks of the envisaged IPR strategy. We would be in a position to publish this for stakeholders and public comments by July 2012,” he added.

He also emphasized on enhancing the operational efficiency of our intellectual property office to make it more transparent and fast. And make e-filing mandatory for the Patent & Trademark applications soon.

He said, “An effective intellectual property rights system, which is a vital part of the framework, is a precursor to development of new technologies as it incentivizes innovation.”

“At the same time a robust IPR regime must ensure a facilitative environment that allows diffusion of new technology leading to efficiency gains for the economy as a whole,” Chandra added.

Meanwhile, Union Cabinet Minister for Micro, Small and Medium Enterprises, Virbhadra Singh in a written reply in the Lok Sabha Thursday said that the ministry is implementing a Scheme “ Building Awareness on Intellectual Property Rights (IPR) for MSMEs under the National Manufacturing Competitiveness Programme.

In this scheme, setting up of Intellectual Property facilitation center (IPFC) is one of the main activity, besides other defined activities.   

He added that the aim  of setting up of IP centers are to assist the MSMEs and other prospective entrepreneurs to have an access to best practices for identification, protection and management of IPR as a business tool.

"As on date, Ministry of MSMEs has sanctioned 24 IP facilitation centres for MSMEs, out of which, 16 are operational," the minister informed.
